Certifications can be incomplete. PFAS documentation may be missing. And a competitive unit price from an overseas manufacturer often tells you very little about what you’ll receive 6 months from now.
This scorecard gives you a framework to compare suppliers side by side. It covers 6 categories with a scoring rubric for each, plus the red flags that should end the conversation and a decision framework to guide your final choice.
How to Use This Scorecard
The scorecard uses a weighted criteria system. Each of the 6 categories carries a percentage weight that reflects how much it should influence your decision.
You score each supplier from 1 to 5 within every category, multiply that score by the category weight, and total the results.
Here is the formula:
Weighted Score = (Category Score × Category Weight) × 20
That last multiplier converts the result to a 100-point scale, which makes thresholds easier to apply.

Before you begin scoring, run every supplier through the disqualifier checklist in the red flags section below. Suppliers that fail any automatic disqualifier should not move to the scorecard at all. Shortlist three to five suppliers for the full assessment.

The Weighted Criteria Framework
The weight you assign each category should reflect how much that factor actually affects your business outcomes. For compostable packaging, certifications and compliance carry the most risk.
If a supplier’s certification is missing or cannot be verified, you could face legal trouble, fines, or have your product rejected by composting facilities. No pricing deal makes up for that risk.
Here is a recommended starting framework:
Category 1: Certifications and Compliance (30%)
This is the most important category. Certifications tell you whether a product will actually break down the way it’s supposed to at the end of life. They also determine whether your customers are legally covered.
There are 3 certifications worth knowing:
- BPI: The North American baseline. Products must meet ASTM D6400 (compostable plastics) or ASTM D6868 (coated or laminated fiber) standards. Since January 2020, BPI also requires products to test below 100 ppm total organic fluorine, with no intentionally added fluorinated chemicals.
- TÜV Austria OK Compost: The leading European standard. It covers two settings: industrial facilities (above 58°C) and home composting (ambient temperatures of 20 to 30°C).
- USDA Certified Biobased: Documents how much of the product comes from bio-based sources. Useful for procurement programs with sustainability requirements.
You also need to verify whether the suppliers’ products are PFAS-free. A supplier telling you their product is PFAS-free is not enough. You need a Certificate of Analysis from an accredited lab showing total organic fluorine below 100 ppm.
Ask for it upfront. Over a dozen states now ban intentionally added PFAS in food packaging, including California, New York, Washington, Colorado, and Vermont.

Category 2: Manufacturing and Capacity (20%)
This category is about one question: can your supplier actually get you what you need, on time, at the volume you need?
Lead times are where you’ll see the biggest difference between suppliers. Here’s what the gap looks like in practice:
- Domestic U.S. manufacturers: Standard stock items ship in 2 to 4 weeks. With custom artwork, lead time is 4 to 6 weeks.
- Overseas manufacturers: Lead times are 8 to 12 weeks under normal conditions. Add customs delays or port backlogs, and you’re looking at 15 weeks or more.
That gap creates a real shelf life problem. A compostable straw has a 12-month shelf life. If it spends 12 weeks on a ship from an overseas factory, it arrives having already used up roughly 23% of that shelf life.
Your customers end up with products that have far less usable time left than they expect. Ask how a supplier is set up. There are two types to know:
- Vertically integrated suppliers: They control their own resin production and manufacturing. If something goes wrong at one stage, they can fix it.
- Brand-label suppliers: They buy resin from large producers, manufacture overseas, and put their name on it. If their resin supplier or contract factory hits a disruption, your supply chain is the one that breaks.

Category 3: Quality and Reliability (20%)
Consistent quality on a sample order means nothing if the quality drops once you’re buying at scale. A supplier that nails a 500-unit sample and then ships a defective product is a bigger problem.
Two numbers tell you most of what you need to know. Ask every supplier for both before you score them:
- OTIF (On-Time In-Full rate): This measures how often orders arrive complete and on time. World-class manufacturers hit 95% or higher.
- PPM (Parts Per Million defect rate): This measures how many units in every million are defective. For foodservice packaging, 1,000 PPM or below is the accepted floor.
If a supplier can’t give you either number, that tells you something. A supplier with no data on their own defect rate has no real quality system in place.
For compostable packaging, also ask about product-specific testing. A few things you should request:
- Structural integrity tests for straws or plates under both cold and warm food and liquids
- First-pass yield data by SKU
- Customer return rates and how often they come up
- How corrective action requests are handled and how long they take to resolve
That last point matters more than people think. How fast a supplier fixes a problem tells you more about how they operate than how rarely problems happen.

Category 4: Pricing and Terms (15%)
Compostable packaging costs more than conventional packaging upfront. They run 10 to 40% above conventional plastic.
But unit price alone gives you an incomplete picture. To compare suppliers fairly, you need to look at the full cost of ownership.
That means factoring in more than just the price per unit:
- Freight costs: Overseas orders often come with significant shipping costs that don’t show up in the quoted price.
- Lead time risk: A 15-week lead time forces you to order further in advance and hold more stock.
- Buffer inventory costs: More stock means more warehouse space and more capital tied up.
- Shelf life waste: Overseas packaging can arrive with only two-thirds of its shelf life left. That means tighter sell-through windows and a higher risk of writing off expired product.
7 U.S. states now have Extended Producer Responsibility (EPR) laws, including California, Oregon, Colorado, and Washington. These laws push packaging waste costs onto producers and, in some cases, onto distributors too.
Where those fees apply, the price gap between compostable and conventional packaging gets a lot smaller than the unit price suggests.
Also, ask every supplier about minimum order quantities (MOQs). Domestic suppliers with monthly production runs tend to offer lower MOQs because they don’t need to fill a shipping container to make an order work.
Lower MOQs mean less capital tied up and less shelf life risk.

Category 5: Support and Service (10%)
For most distributors, this category matters most when something goes wrong. A supplier with great product performance and a communication structure that goes dark when you have a problem is a liability.
Evaluate responsiveness at the sales and technical levels.
- How long does it take to get a quote?
- How quickly can they turn around a specification question?
- Are certifications and documentation delivered proactively or after repeated follow-up?
Technical support is especially relevant for compostable packaging. Because your customers will ask questions about PFAS-free certification, end-of-life disposal, composting facility acceptance, and storage requirements.
A supplier that can provide that information clearly and quickly makes your job easier.
Ask about the account management structure. Do you get a dedicated contact? Is there continuity when team members change?
For supply agreements or long-term programs, you want a team that knows your account rather than rotating customer service.

Category 6: Geographic Coverage (5%)
This category carries the least weight for most distributors, but it still matters if you serve accounts across multiple states with different composting regulations.
Domestic U.S. manufacturers offer a real advantage here. Those are shorter transit distances, no customs exposure, and the ability to visit facilities without international travel.
For nationally distributed customers, regional composting infrastructure variability also matters.
Composting access varies a lot across the country. Some of your accounts will be near industrial composting facilities. Others won’t.
A supplier who knows those regional differences and can help you explain end-of-life options to your customers is worth paying attention to.

Must-Have Factors vs. Differentiators
Some criteria on this scorecard are non-negotiable. A supplier that can’t meet them shouldn’t make your shortlist, no matter how well they score elsewhere. Others are what separate a good supplier from a genuinely strong one.
The minimum requirements every supplier must meet:
- BPI certification and ASTM D6400 or D6868 compliance
- PFAS-free products with a signed no-fluorinated-chemicals statement from the manufacturer
- FDA food-contact compliance
- Disclosed and verifiable QA protocols
- Supply chain continuity documentation, including safety stock and no single-source dependency
Differentiators (what the best suppliers bring):
- TÜV Austria OK Compost Home certification
- USDA Certified Biobased designation
- Monthly domestic production with low MOQs
- California AB 1201 readiness
- Supply agreement availability

How to Build a Competitive Comparison Matrix
Once you have scored your shortlisted suppliers, set the results side by side in a simple matrix. This makes trade-offs visible to all stakeholders and creates an auditable record of your selection process.
In this example, Supplier C has the best unit price. But low scores on certifications and quality pull the total down well below the others. Price alone doesn’t win here.
Write a short note next to every score you give. If someone questions your decision later, you’ll have the data to back it up.
Decision Framework: What the Scores Mean
After scoring, use these thresholds to guide your next step:
A score threshold tells you when to act, but it does not replace judgment. A supplier scoring 76 who cannot produce PFAS documentation should be disqualified, regardless of their total.
Always confirm that every must-have criterion is satisfied before honoring a score.
For suppliers in the conditional range, issue a specific corrective action request with a clear deadline. Suppliers who ignore it are telling you how they will respond to problems in your supply chain.
Revisit your full supplier roster at least once a year. Refresh individual scorecards quarterly using OTIF and PPM data from your ERP system, and share results with suppliers at quarterly reviews.

Red Flags That Disqualify Vendors
These are automatic rejections. If a supplier triggers any of these, remove them from your shortlist before you score them on anything else.
Certification red flags:
- They have no recognized third-party certification at all.
- They use terms like “biodegradable,” “eco-friendly,” or “natural,” but can’t point to a named standard behind the claim.
- Their certifications only cover some products in their line. If they can’t explain why, that’s a problem.
- You can’t find their products listed in the BPI or TÜV databases when you search.
PFAS red flags:
- They won’t share total organic fluorine test results when you ask.
- Their only PFAS proof is a statement they wrote themselves, with no accredited lab documentation behind it.
- Their products test above 100 ppm total organic fluorine.
Supply chain red flags:
- They source from a single overseas factory with no backup plan if that source breaks down.
- Their lead times run over 15 weeks, and they hold no domestic inventory.
- They have no safety stock program for accounts that order at volume.
- They ask for large upfront deposits on orders they haven’t started yet, with no flexibility on terms.
Quality red flags:
- They have no documented QA protocol they can share with you.
- They have a history of defects they haven’t disclosed or addressed.
- Their OTIF rate sits below 85% , and they have no corrective action plan in place.
- They won’t give you first-pass yield data or customer return rates when you ask.
Compliance red flags:
- They can’t provide state-specific PFAS compliance documentation for the states you sell into.
- Their food-contact products have no FDA documentation.
- Their marketing uses terms like “compostable” without clarifying whether home or industrial composting access is required. Under the FTC Green Guides, that kind of unqualified claim puts you at risk, too.
Vendor Evaluation Best Practices
A scorecard is only as useful as the process around it. Here are five things worth getting right before you start scoring.
- Run the red flags check first: Before you score anyone, go through the disqualifier checklist. A supplier that fails doesn’t go on the scorecard at all. This saves you time and keeps the process clean.
- Ask about the full lifecycle of the product: A good supplier should be able to tell you where their raw materials come from and how the product is made. Your supplier should be able to walk you through their sustainability story with that level of detail.
- Always ask for documentation: Certifications should be verifiable in certifier databases. PFAS documents should carry laboratory letterhead and accreditation details. For delivery and defect data, pull it from your own order history rather than accepting a summary the supplier prepared.
- Request a sample before you commit: A sample order tells you things a scorecard can’t. For cutlery, check that the fork, knife, and spoon hold up under actual meal conditions, including warm foods. For trays, test the five-compartment design for leakproofing, soakproofing, and cut resistance. Performance issues are much easier to deal with at the sample stage.
- Re-score every year at a minimum: Your needs change. Regulations change. A supplier that was a strong fit 12 months ago may no longer be. Set a reminder to revisit your scores annually and adjust your weights if your priorities have shifted.

What Happens If a Supplier’s Certification Expires Mid-Contract?
Ask for their renewal timeline upfront and set a calendar reminder. An expired certification is a compliance gap that puts your program at risk. If they can’t confirm an active renewal, pause orders until they can.
Do Compostable Products Have Special Storage Requirements?
A few. Keep them below 95°F, away from direct sunlight, heat sources, and humidity. Store in original packaging in a dry indoor space.
High humidity is the bigger risk during storage, as moisture can weaken your cartons and affect straw and packaging performance during their shelf life.

Does Compostable Packaging Actually Break Down in a Regular Bin?
It depends on the product. Some compostable packaging is certified for home composting and will break down in a well-managed backyard compost heap.
Others require industrial composting conditions, with higher heat, controlled humidity, and specific microorganisms. Those will not degrade in a landfill, a regular bin, or a warehouse.
Always check the certification on the product to know which applies.
