Switching to compostable packaging is a real commitment. You’re betting your brand’s sustainability credibility on what a supplier tells you, and if they get it wrong, so do you.
That means greenwashing liability, compliance gaps, stockouts, or products that arrive with most of their shelf life already used up.
The questions in this guide are organized by the business risk each category is designed to prevent. Work through them before you sign anything.
How to Use This as a Supplier Evaluation Tool
Before you sit down with a supplier, pull together a small team. You want someone from procurement, someone from operations, and whoever handles compliance at your company. The budget owner should be in the room as well.
Work through the categories in order. Each one builds on the previous. There is no point in discussing a supplier’s production capacity if their certifications do not hold up first.
Before you start, go through the list and mark the questions that are must-haves for your business. Some are pass/fail. If a supplier cannot hand you a BPI certificate number or a third-party fluorine test report on the spot, that tells you something important before you go any further.
One tip worth following: ask for documents during the meeting, while you are both in the room. A supplier with solid compliance can usually pull up a certificate or send a COA in a few minutes.
If their answer is “I’ll get that to you by the end of the week” for something as basic as a certification number, treat that as an early warning sign.
Now that you have your team ready and your must-haves flagged, here is what to cover with every supplier. Each category is loaded with specific questions (you should ask the supplier), what good answers look like, and the red flags to watch for.

Category 1: Certifications and Compliance
Greenwashing liability, state law violations, and product mislabeling are the main risks here.
Below are the core certification and compliance questions to cover.
BPI and ASTM verification:
- Which certifications do your products hold? Can you give me the certificate numbers so I can verify them in the BPI or TÜV database?
- Are your products certified to ASTM D6400, D6868, or D8410, and which standard applies to each SKU?
- Is your certification third-party verified, or is it self-assessed?
Quick note on “ASTM certified”: that phrase does not actually exist. BPI certifies products to ASTM standards.
A supplier using “ASTM certified” is making a self-asserted claim with no third-party body behind it. That is a weaker and riskier position for you as the buyer.
PFAS testing:
- Can you share a recent total organic fluorine test report for each product?
- Which lab method was used? Combustion ion chromatography, PIGE spectroscopy, or something else?
The 100 ppm threshold is the limit set by BPI, California law, and the Toxics in Packaging Clearinghouse. Any supplier claiming to be PFAS-free needs to back that up with a dated report from an accredited lab. A verbal claim is not enough.
State compliance:
- Are your products on CalRecycle’s SB 1335 Approved List?
- California has a deadline of June 30, 2027, under AB 1201, requiring “compostable” labeled products to meet federal organic input standards. How are you preparing for that?
- Do your straws carry the required certifier logo and meet the color and tinting labeling rules? (If you sell into Washington or Maryland)
Ask about all certifications, including BPI, TÜV Austria, and USDA Biobased. You want a supplier who holds as many as possible and can show documentation for each.
Before any contracts are signed, ask your supplier to send you a certificate of conformance or COA per lot, third-party test reports with the lab name, date, and method, and FDA food-contact compliance documentation.
What Good Answers Look Like
A strong supplier will hand over verifiable certificate numbers on the spot. Test reports should be dated within the last 12 months and name the method and lab.
Your rep should know AB 1201, SB 1335, and Washington HB 1569 and be able to explain how each one affects the specific products you are buying.
Red Flags
Some answers should give you pause. Here are the ones worth watching for:
- Expired, mismatched, or unverifiable certificate numbers.
- “Biodegradable” language with no underlying standard attached to it.
- “ASTM compliant” with no certification body named.
- A PFAS-free claim with no dated test report to support it.
- Self-certified logos with no third-party backer.
Category 2: Manufacturing Capacity and Lead Times
The main risks here are supply disruption, inability to scale, and over-reliance on overseas sourcing.

On the other hand, overseas suppliers often run 8 to 15 weeks once you factor in ocean transit, customs, and port delays.
But lead time alone does not tell the whole story. The bigger question is whether a supplier’s stated capacity is actually real.
The materials behind compostable packaging, including aragonite, cellulose diacetate, and BioCal blends, are produced by a small number of manufacturers globally.
Supply is concentrated. So when a supplier says they can fulfill unlimited volume, you need to ask how they are securing those materials. A supplier without confirmed supply agreements is making a promise they may not be able to keep.
Below are the questions to ask across 4 areas.
Production capacity:
- What is your current monthly production capacity for compostable plates, and what is your peak output? Ask for actual run-rate numbers.
- If our volume grows from 50,000 to 500,000 units per month, what would that require from you, and how much notice would you need?
- Do you own your manufacturing equipment, or do you work with contract manufacturers?
Lead times and sourcing:
- What is your standard lead time for in-stock items, and for custom or printed orders?
- Where are your manufacturing facilities located?
- What percentage of your finished product or raw materials comes from overseas?
Material sourcing:
- Do you offer products made from ocean calcium sand, and if so, where is that material sourced, and how stable is that supply?
- Do you have confirmed supply agreements with your material suppliers across your full range? Or do you buy on the spot market?
- If an import lane closes or tariffs change mid-contract, what is your backup plan?
Minimum orders and references:
- What is your minimum order quantity per SKU, and does that change for custom colors or printing?
- Can you provide references from buyers who order at a similar volume to ours?
What Good Answers Look Like
A supplier worth trusting will give you specific output numbers and back them up with references. They will name their material suppliers and confirm that supply agreements are in place.
They will be upfront about what is made domestically versus imported. And they will be able to walk you through a realistic growth path with defined lead times for each volume tier.
Red Flags
Some answers should make you pause before moving forward. Watch for these:
- “We can handle any volume” with no numbers to support it.
- No detail on material sourcing or supply agreements.
- Reluctance to disclose where their facilities are located.
- Lead times that keep growing the more you press on volume specifics.

Category 3: Quality Control
The risks here are: a defective product reaches your customers, creates a brand safety incident, and costs you in returns or recalls.
Packaging quality is measured in parts per million, or PPM. World-class operations target 25 to 75 PPM defect rates. If a supplier cannot give you a PPM figure, they are likely not measuring at that level of precision.
You should also ask about Acceptable Quality Limits, known as AQL. This is a system that classifies defects into three tiers:
- Critical covers health or safety issues,
- Major covers functional failures, and
- Minor covers cosmetic problems.
A serious supplier defines these in the supply agreement.
Below are the questions to work through.
Testing and defect measurement:
- What is your current defect rate in PPM, and how do you track it?
- Do you define AQL thresholds by defect class in your supply agreements?
- What physical tests do you run on your products?
- For straws specifically, what are the performance specs for heat tolerance and soak resistance?
Lot consistency:
- Do you provide a certificate of analysis per lot?
- Do you monitor process capability in real time, or do you measure quality by counting defects after a run is finished?
- How do you make sure each production run matches the last one?
Issue resolution:
- If a defective lot is found, what happens next? Walk me through your process from quarantine to root-cause analysis to corrective action.
- What is your return and complaint process? How long does resolution typically take?
- Are you ISO 9001 certified, and would you be open to a facility audit?
What Good Answers Look Like
A reliable supplier will give you a specific PPM figure without hesitation. They will have AQL definitions written into their supply agreements. They will send you a COA per lot on request.
Their issue resolution process will have clear steps, and they will be open to an audit. ISO 9001 certification is a good signal that quality management is taken seriously.
Red Flags
Weak quality control tends to show up in the answers before it shows up in the product. Watch for these:
- “We visually inspect every batch,” with no documented sampling plan behind it
- No PPM metric or inability to define one
- No per-lot COA available
- Vague or absent recall and corrective action procedures
- Reluctance to allow a facility audit

Category 4: Supply Chain and Shelf Life Management
The risks here are receiving aged or performance-degraded product, getting hit by tariff changes, and ending up with inventory you cannot use.
Compostable packaging has a shelf life of around one year. After 12 months, straw quality, structural integrity, and heat resistance all start to change. That is a performance issue, and it matters in a commercial foodservice setting.
A straw with a 12-month shelf life that spends 12 weeks on a ship from an overseas factory has already used up roughly 23% of its usable life before you have touched a single case.
Add warehouse dwell at the origin or at the port, and you could be receiving a product that is already 3 to 4 months old on arrival. Domestic manufacturing closes most of that gap.
Below are the questions to work through.
Material sourcing:
- Where do you source your materials, and do you have supply agreements in place, or do you buy on the spot market?
- What is your exposure if tariffs change on imported materials or finished goods?
Shelf life and storage:
- What is the stated shelf life for each product? Does your expiration framing cover performance degradation over time?
- What storage conditions do you recommend? Do you stand behind product performance through the full shelf life if those conditions are followed?
- How do you date-code and rotate stock?
Transit and arrival:
- What is the transit time? How much shelf life gets used up before delivery reaches our dock?
- How old is your product typically when it leaves your facility?
- How much usable shelf life will be left when the order reaches us?
Inventory and continuity:
- How much safety stock or buffer inventory do you carry? Do you offer supply agreements or stocking programs?
- If a shipping lane closes or a port is backed up, what is your plan?
- Can you single-source our full product line reliably, or should we plan for a backup supplier?
What Good Answers Look Like
A strong supplier will frame shelf life as a performance spec with clear degradation timelines.
They will give you transparent transit time data and tell you how much usable shelf life will remain on arrival. They will have a FIFO stock rotation policy in place and have a documented contingency for sourcing disruptions.
On inventory, the best suppliers go further than just answering the question.

Category 5: Pricing, Terms, and Total Cost
Compostable packaging costs 10 to 40% more per unit than conventional options, depending on material and volume. However, that premium does not tell the full story.
In Oregon, for example, compostable packaging carries an EPR fee of around $0.03 per pound, while multi-material flexible plastic runs $1.07 to $1.43 per pound.
Choosing certified compostable material can cut that liability over time, which changes the total cost picture.
What buyers miss most often is everything beyond the unit price. Freight, tooling, plate fees, artwork changes, rush charges, and certification retesting are all costs a supplier may not bring up unless you ask.

Pricing structure:
- Can you provide a published price schedule?
- If your raw material costs go up, how does that affect my pricing? Is there a pass-through formula or a price lock option?
- Walk me through every cost beyond the unit price.
Volume discounts:
- What annual volume commitment gets me your best pricing tier?
- Are there volume discount thresholds per SKU category?
Payment terms and contracts:
- What are your standard payment terms? What deposit do you require for custom orders?
- Do you offer supply agreements? What do the exit and termination clauses look like?
- How does your pricing affect our EPR fee exposure compared to conventional packaging?
What Good Answers Look Like
A supplier worth working with will hand you a published pricing schedule with clear volume tiers. Every cost component will be on the table upfront.
They will offer supply agreement options with price stability built in and be transparent about how material cost changes flow through to your pricing.
Red Flags
Pricing conversations reveal a lot about how a supplier operates. Watch for these warning signs:
- Pricing that shifts from order to order with no clear explanation
- Fees that only come up late in the conversation
- No volume tier structure at all
- Unwillingness to put terms in writing
- No answer for what happens if material costs change
Category 6: Customer Support and Account Management
The risks here are slow issue resolution, poor post-sale support, and ending up with a supplier who disappears once the order is placed.
Most foodservice operators are not experts in composting certifications or state-level disposal requirements. A good supplier understands that and helps fill the gap.
You will often find out whether a supplier is a real partner or just a vendor after the first problem comes up.
Below are the questions to work through.
Account management:
- Will we have a dedicated account manager, or will we go through a general support queue?
- What are your response and resolution timeframes? Are those commitments written into the contract with defined remedies if they are missed?
- If something urgent comes up, like a defective lot or a stockout, how does that get escalated? How fast can we expect a resolution?
Training and resources:
- Do you train our staff on how to store, handle, and dispose of compostable products correctly?
- Do you provide materials our team can use with customers?
- Can you send us a full sample kit before we commit to an order?
Post-sale support:
- What does your reorder and inventory planning process look like after the first order is placed?
What Good Answers Look Like
You want a named account manager who knows your account. Make sure your SLA commitments are written into the contract, with clear remedies spelled out if response times are missed.
The supplier should proactively offer training and education resources. Samples should be available before you commit.
And when you ask for a reference, someone should actually pick up the phone.
Red Flags
Support quality is hard to assess until something goes wrong. These are the signs to watch for before you sign anything:
- No dedicated contact person
- No SLA or vague response time commitments
- Slow or unclear escalation process for urgent issues
- No training or customer-facing education resources available
- No references willing to speak on their behalf

A Quick Note on Greenwashing Red Flags
Because greenwashing risk runs through every category above, a few patterns are worth calling out on their own.
Watch for unqualified “biodegradable” language. Under the FTC Green Guides, a biodegradable claim implies the item breaks down completely within roughly 1 year after customary disposal.
A product headed for a landfill or incinerator cannot make that claim honestly.
Watch for “compostable” without an industrial-only qualifier. ASTM-certified products are certified for industrial composting, which requires sustained temperatures above 140°F.
They will not break down in a home pile or a landfill. If a supplier uses “compostable” without that qualifier, ask directly whether the claim applies to industrial composting only.
And watch for any PFAS-free claim that is not backed by a recent accredited-lab report showing total fluorine below 100 ppm. A marketing statement carries no weight here. You need the actual test report from an accredited lab.
